
Jessica Johnson Reilly is a skilled attorney with significant experience in governmental and internal investigations, federal contracting, risk mitigation, nonprofit governance, and the AbilityOne Program. She has extensive experience operating whistleblower hotlines, making credibility assessments, and investigating complaints. Jessica helps organizations develop policies that protect and empower whistleblowers, mitigate organizational risks, and resolve issues before they escalate into costly lawsuits or government investigations.

At the U.S. AbilityOne Commission Office of the Inspector General (OIG), Jessica conducted complex investigations into AbilityOne Program fraud. The U.S. Attorney’s Office presented Jessica with a Special Recognition Award for her False Claims Act work resulting in significant civil penalties and corrective actions. Jessica understands the challenges nonprofits face in the evolving AbilityOne legal landscape and offers specialized legal expertise to empower nonprofits to navigate the complexities of the AbilityOne Program and federal contracting, to avoid costly compliance pitfalls, and to stay focused on accomplishing their missions.

Before joining federal service, Jessica worked at a Washington, D.C. law firm where she helped advise healthcare industry clients and nonprofits on federal grant funding matters, regulatory and policy compliance, and False Claims Act defense.

Jessica holds a J.D. from American University Washington College of Law and a B.A. in Political Science from the University of Mississippi.
